COMMONWEALTH TABLE TENNIS FEDERATION

CONSTITUTION
(Revised 2005)

1.1 NAME

1.1.1 The Association shall be called The Commonwealth Table Tennis Federation.

1.1.2 The abbreviated titled used elsewhere in these rules, shall be the "CTTF".

1.2 COMPOSITION AND MEMBERSHIP

1.2.1 The CTTF shall consist of associations affiliated with International Table Tennis Federation, abbreviated hereafter as the "ITTF", whose territories are, or formerly were, within the British Commonwealth.

1.2.2 Each member Association shall pay an annual affiliation fee in the amount as approved at the BGM, due on January 1st each year.

1.2.3 The affiliation fee shall be payable to the CTTF and forwarded to the Honorary
Treasurer.

1.3 PRINCIPLES

1.3.1 The principles of the ITTF shall be respected.

1.4 OBJECTS

1.4.1 The objects of the CTTF shall be:

1.4.1.1 To encourage the spread of Table Tennis throughout the Commonwealth and to develop the spirit of friendship and mutual assistance amongst players and associations.

1.4.1.2 To promote and supervise, in accordance with the regulations in force for the time being, the Commonwealth Championships in team play and in individual play.

1.5 MANAGEMENT

1.5.1 The governing body of the CTTF shall be the General Meeting, consisting of the assembled representatives of member associations.

1.5.1.1 Each association in membership shall be entitled to two representatives and one vote.

1.5.1.2 A General Meeting shall normally be held once every two years and shall be known as the Biennial General Meeting, referred to elsewhere in these rules as the "BGM".

1.5.1.3 Between BGM's the work of the CTTF shall be conducted, in accordance with policy determined by the BGM, by a Management Committee and an Executive Committee to which the BGM may delegate any or all of its powers.

1.6 OFFICERS

1.6.1 The Officers of the CTTF shall be:

1.6.1.1 The Chairman

1.6.1.2 The Deputy Chairman

1.6.1.3 The Honorary Secretary

1.6.1.4 The Honorary Treasurer

1.7 MANAGEMENT AND EXECUTIVE COMMITTEE

1.7.1 The Management Committee shall be elected at the BGM and shall consist of the Officers, the Honorary President, the Chairman of the Classification & Technical Committee, Comtab Editor and nine Continental representatives:

Two from Africa
One from Canada
Two from Asia
One from the Caribbean
Two from Europe
One from Oceania

1.7.1.1 The Honorary President shall be the nominee of the Association organising the current
Championships.

1.7.1.2 The Officers of the CTTF and the Chairman of the Classification & Technical Committee shall not be Continental representatives.

1.7.1.3 The representatives of a Continent entitled to two members shall be from a different association.

1.7.1.4 The Organising Director of the next Championships shall be co-opted to the Management Committee as soon as appointed by the Organising Association, regardless of whether that Association is already represented on the Management Committee.

1.7.1.5 The Management Committee shall meet at the call of the Chairman, once before and once after the BGM.

1.7.1.6 A vacancy in any office or committee between BGM's shall be filled by the Executive Committee; in the event of the incapacity or resignation of the Honorary President, the position shall be replaced by a nominee of his/her own Association. However, if this Association does not wish to nominate the new Honorary President, the Association organising the next Championships shall be invited to make the nomination.

1.7.2 The Executive Committee, comprising the Chairman, the Deputy Chairman, the Honorary Secretary, the Honorary Treasurer and the Organising Director of the next Championships, is authorised to deal with urgent matters, which would not be practicable to refer to the full Management Committee.

1.7.2.1 Decisions taken by the Executive Committee will be advised to the Management Committee.

1.8 CLASSIFICATION & TECHNICAL COMMITTEE

1.8.1 The Classification & Technical Committee shall consist of the Chairman, elected at the BGM, and two full and two corresponding members appointed by the Management Committee.

1.8.2 The duties of the Classification & Technical Committee shall be:

1.8.2.1 To provide assistance to the Commonwealth Championship organisers in the organisation and management of the Commonwealth Championships.

1.8.2.2 To prepare a Seeding List for the team and individual events prior to the Championships. Seeding shall take account of the latest ITTF Classification List, the Commonwealth Classification List and any other relevant information.

1.8.2.3 To assist the Referee in any question of interpretation of rule at the Commonwealth Championships.

1.8.2.4 To approve the playing schedule for the Commonwealth Championships.

1.8.2.5 Ensure that a Classification and Technical Committee member or their nominee is available in the playing hall each day of the Commonwealth Championships during all hours of play.

1.8.2.6 To prepare a Classification List of teams and individual singles events immediately following the completion of the Championships.

1.9 ELIGIBILITY FOR OFFICE

1.9.1 Nominations for CTTF Officers and for members of the Management Committee may be made only with the written consent of the Association of which the nominee is a member.

1.9.2 A representative of an Association whose subscription is in arrears shall not be eligible for election or co-option.

1.9.3 All Officers and members of committees shall retire at the next BGM after the Commonwealth Games. They shall all be eligible for re-election, unless he was appointed in accordance with Rule 1.7.1.6.

1.10 ADMINISTRATION

1.10.1 The Chairman shall maintain communication with the Organising Director of the next Championships regarding the progress of the preparatory organisation and communicate directly with the Executive Committee and Management Committee.

1.10.2 The Deputy Chairman shall support the Chairman of the CTTF, and carry out assigned duties in the best interest of the sport.

1.10.3 The Honorary Secretary shall:

1.10.3.1 Maintain communication with the Executive Committee, the Management Committee and the member Associations.

1.10.3.2 Carry out all tasks and duties as required to fulfill responsibilities of regulations.

1.10.3.3 Produce a report to BGM.

1.10.3.4 Maintain the archives of the CTTF.

1.10.4 The Honorary Treasurer shall:

1.10.4.1 Maintain communication with the Executive Committee, the Management Committee, and the Member Association.

1.10.4.2 Administer the CTTF bank account in a bank to be decided by the BGM.

1.10.4.3 Have two persons authorized to sign cheques drawn on the bank account, will be either the Chairman of the CTTF, or another officer as may be decided by the BGM and the Honorary Treasurer.

1.10.4.4 Maintain the financial records of the CTTF.

1.10.4.5 Carry out all tasks and duties as required to fulfill responsibilities of the regulations.

1.10.4.6 Produce a report to the BGM.

1.10.4.7 Present an audited financial statement to the BGM, with a closing date, one month before the BGM, together with a statement of outstandings up to the BGM.

1.10.5 An auditor from the country of the Honorary Treasurer, or another country as approved by the BGM, shall be appointed by the BGM to audit the accounts biennially.

1.11 PERSONAL HONORARY MEMBERSHIP

1.11.1 Officials who have given outstanding service to the CTTF may, on retirement, be appointed as Personal Honorary Members for their lifetime by the BGM on a recommendation by the Management Committee.

1.11.2 Personal Honorary Members shall be entitled to attend Commonwealth Championships with free hospitality, and to attend General Meetings with the right to speak but not to vote.

1.12 GENERAL MEETINGS

1.12.1 A BGM shall be held at the place, and during the period of the Commonwealth Championships or, if the Commonwealth Championships are not held at the due time, at such a place and date between one and three years since the last BGM as the Management Committee may determine. (Refer to 1.12.3.1 and 1.12.4.1 for timing of notification)

1.12.2 The host Association shall provide the CTTF with an office at the venue of the Championships and place at their disposal typing and duplicating facilities.

1.12.3 NOTICE OF MEETING

1.12.3.1 Notice of every General Meeting, giving details of the place, date and time and the business to be transacted, together with a proxy form, shall be sent by post to each Association.

1.12.3.2 For the BGM the notice shall be sent not later than eight weeks before the date of the meeting.

1.12.4 NOTICE OF BUSINESS

1.12.4.1 Details in writing of business and propositions to be brought forward at a BGM must reach the Honorary Secretary not later than four calendar months before the date of the meeting. Notice of the actual closing date for the receipt of such business and propositions shall be sent to all Associations by the Honorary Secretary not later than six calendar months before the date of the meeting.

1.12.4.2 Business and propositions of which due notice has not been given but which, in the opinion of the Management Committee, relate to the business in hand without introducing a new principle or relate to an emergency may be admitted by a vote in favour of Two Thirds of votes cast at the BGM.

1.12.5 PROXIES

1.12.5.1 If an Association wishes to appoint a proxy to represent it at a General Meeting, notice of appointment together with a declaration that the Agenda and the necessary instructions as indicated in the form of appointment have been given to the proxy must reach the Hon. Secretary not later than two weeks before the date of the meeting.

1.12.6 PROCEDURE

1.12.6.1 The procedure to be followed at the BGM shall be in accordance with the relevant section of the ITTF Constitution.

1.12.6.2 Representatives of Associations in arrears shall be allowed to attend as observers without the right to speak or to vote. They may be permitted to speak at the discretion of the Chairman.

1.12.7 VOTING

1.12.7.1 Questions at the General Meeting shall be decided in accordance with the relevant section of the ITTF Constitution.

1.12.8 ELECTIONS

1.12.8.1 Officers, the Chairman of the Classification & Technical Committee, and the Continental representatives shall be elected by secret ballot.

1.12.8.2 In the election of Continental representatives, only Associations from the appropriate Continents shall be entitled to nominate and vote; in all other elections, all Associations shall be entitled to nominate and vote.

1.12.9 CHANGES IN THE RULES

1.12.9.1 Amendments or additions to the Constitution and Regulations for Commonwealth Championships shall be made only at a General Meeting.

1.12.9.2 Details of all rule change proposals shall be published in the agenda of the meeting at which they are to be considered.

1.13 DISSOLUTION

1.13.1 The CTTF shall not be dissolved except at a General Meeting specially convened for the purpose and by a resolution supported by a majority of four-fifths of the votes cast.

1.13.2 The balance of funds in hand at the time of dissolution shall be divided equally among the Associations not at that time in arrears.

1.14 INTERNATIONAL QUALIFICATIONS

1.14.1 A player shall be regarded as representing an Association if he/she accepted to be nominated by this Association and subsequently participates in a competition listed in 3.1.2.3 of the ITTF Regulations for International Competitions other than individual events at Open international Championships.

1.14.2 A player is eligible to represent an Association only if he/she is a national of a country in which that Association has jurisdiction, except that a player who has legally represented an Association of which he/she was not a national before September 1, 2004 may retain that eligibility.

1.14.2.1 Where the players of more than one Association have the same nationality, a player may represent one of these Associations only, if he/she is born in or has his/her main residence in the territory controlled by that Association.

1.14.2.2 A player who is eligible to represent more than one Association shall have the right to choose which of the relevant Associations he/she will represent.

1.14.3 A player shall not represent different Associations within a period of three years.

1.14.4 An Association may nominate a player under its jurisdiction (see ITTF Regulations for International Competitions 1.20) to enter any individual events of Open international championships which may be indicated in ITTF publications such as the World Ranking List, but does not result in eligibility of this player to represent the nominating Association according to 3.8.2 of the ITTF Regulations for International competitions.

1.14.5 A player or his/her Association shall, if so requested by the Referee, provide documentary evidence of his/her eligibility.

1.14.6 A player shall be regarded as having represented an Association if he/she has played in a team match as a member of that Association's team in a World, Commonwealth or Regional Championships.
